Empathy and mental health and behavioral tests for child care workers?

Should we enact strict regulations over child care workers, make them pass empathy, mental health and behavioral screens?
Perhaps only people with empathy who are willing to sacrifice should hold those positions.
People with great responsibility should be greatly screened before they are cleared to work in those responsible jobs.
