We are going to draft everyone into the police forces and convict everone in civil court for everythign, good or bad, that they do.

The people who do no evil, who do a great good, will be very rich.

The people who do a lot of evil, who don't do good, will be pirate training camp.

The people who mix good and evil will maybe go to prison, or get convicted of a criminal offence, and will have quality to high quality lives, depending on what the Guardian Angels say for them.
