Unfortunately criminals may have a strong desire to kill or hurt someone, and may target someone innocent.

This is why legal scholars suggest any criminal who is not very nice productive religious person, should be contained in a prison.

For very nice religious people, who are volunteering or working a lot, we suggest they get mental health treatment.

This is a progress more towards Jesus's style of law and government.

Mohammad would likely agree too, as his Quran stipulate that Allah, "forgives the believers." the believers being the "nice religious people.".
